Question about letter of intent for lease

I am looking at a location that the owner is advertising as two spots, but it is currently one spot and would need renovations to become two. I asked my realtor if the owner usually covers the reno costs in that situation, and he said I would need to submit a letter of intent to find out. Is that how you usually start the conversation with an owner? I know the letter isn't binding, but I feel a bit rushed.
