Restaurant regulation question

I'm a bit sleep deprived, and this is an odd question to explain so bare with me if it doesn't make sense.

Can a restaurant allow another food service operate inside of their kitchen without any additional permits and licenses?

I'm sure that doesn't make sense, so here's the scenario.

I manage at a restaurant in a good area right on the main road. We don't open until 11 AM. I'm wondering if I would be allowed to set up a coffee or drink stand/table in the parking lot or sidewalk (still on the restaurant property) provided that all of the drinks/coffee etc was prepared inside in the commercially licensed kitchen.

Anyone know anything about this as far as permits and licenses go? I'm in Texas if that makes a difference. I've tried to research it but it's a pretty odd question.
