How do you manage federal/state/county bids?

What tools/process are you using to identify opportunities, assess them (in terms of competition, relevancy, difficulty, etc), find contacts, place a bid, and track the whole pipeline?

People I spoke with so far handle all these steps rather manually, which is very time consuming and easy to mess up.

For full disclosure, I'm developing a tool that automates and improves some of these steps, and got good results with a few businesses who are beta testing. I'm trying to learn what more businesses are struggling with in the public arena.
